fix(dashboard): address PR feedback on enroll load and copy

Remove unnecessary getApiKeyHeaders from public course-by-slug fetch.
Shorten enrolled_verify_email copy, fix ru.json duplicate keys, and
translate enroll verification strings in non-English locales.
