Rotimi Best e168525ad1 fix(api): update openapi upload script env import path (#693) 
The env module was moved to @cio/core/config/env but the upload-openapi-spec
script still imported from the removed apps/api/src/config/env path, causing
CI upload:openapi to fail with ERR_MODULE_NOT_FOUND.

Rotimi Best d6e812d08b feat: enhance API and middleware functionality: add public API routes, implement program and course member checks, and improve rate limiting for invite acceptance. Update OpenAPI spec generation to focus on public API endpoints and add new middleware for automation key scopes.
